I assume all the text in bold is in the file, you need to remove everything before the <app_config> line.
That should fix it.

No Steve - only the part that starts <app_config> is in the file. i.e.
<app_config>
<app>
<name>mip1</name>
<max_concurrent>2</max_concurrent>
</app>
</app_config>

(that is a direct copy from the app_config.xml file)
I'm still getting the error message.

Very odd, The code looks perfectly fine.
The only thing I can think of is maybe the file format is wrong.
You could try saving the file in ANSI format instead of UTF-8

Is the file readable by BOINC Rod? It might simply be file permissions (it knows the file is there, but then can't open it).

Dave Boinc manager has RW access (as does everyone including me.
Thagor I'm using 7.8.3 so it should be OK. I have had a look at that page and I think that my file complies with it.
Steve I edited the file with Mac Text Edit which saves the file in Word 2003 format with and .xml extension. I do not know how to save it in ANSI format. What editor should I use?

That is a problem, Does Mac Test have a "save as" option? Saving as plain text will help.
You could of course download a plain text editor. I don't use macs so have no idea what is available.
