I have noticed that if I select more than one project to run, that I currently don't get RICE units.

This is normal behavior with the slow down. If you only had RICE selected then you would still be able to get work units, but when you start selecting more than just RICE you'll get very few of these work units.

I'm curious: how come the Rice executable(s) currently out in Beta carry a lower version number (V6.09) than the "production" Rice distribution (V6.17)?? Hopefully not a configuration management error?
