boinc telling me "no more work units" for HSTB. I support COVID also and it seems fine is there something wrong in my "Device Project Name" / "Project Limits"

Nothing wrong on your end...HSTB work units are few and far between. Your computer has to ping the server many times (by completing work units and requesting new work) in order to have a chance of picking up a few HSTB.
