Virtual Machine BOINC first installation repetition

It's hard to give this a Topic title but I have Virtual Machines that are copied and spun up all the time. What I would like to do is install BOINC/WCG on the VM and have it somehow NOT download and start work right away...my goal is to allow copies of the VM to be powered up, and THEN the VM/BOINC goes to the internet looking for work.

I would like to set up the Preferences and my account.

Now, I realize that I could install BOINC and distribute the VM with whatever WUs it's received and started to work on...but sooner or later those WUs are going to be a few days old and BOINC will label them as aborted and will need to go get replacement ones. I'm fine with that...but I don't want to annoy the Project owners or WCG if they see that my account routinely is starting up with old WUs.

I'm just trying to be nice...if the community doesn't care about dozens of VMs starting up with the same old WUs and then having to report them as "aborted" and get new ones, I'm fine with that.

Have you tried using a cc_config.xml with the <start_delay>nseconds</start_delay> flag in it?
