The first step is to take your piece of crepe paper and tie a knot in one end.

then trim your excess of the end.

Next, cover your circle in liquid adhesive. It does not need to be a lot, or oversaturated. It just needs to be entirely covered.

place your knot in the center of your circle and start twisting your crepe paper around your knot, gently pressing it in to your glue as you go.

keep going until you have covered your entire circle. You may need to add a little extra adhesive at the end of your crepe paper, to adhere it down.

I then added some little gems to the center of mine.

Here is my layout using four of these. I just freehanded some leaves to add to them.

PS> I would use a light colored cardstock circle, as the color may tend to bleed with the liquid adhesive...I only used black to try and make it easier for you to see.
