Could WCG help with NOAA's computing issues?

The generally inferior U.S. weather modeling is made much worse by NOAA's lack of computer resources. NOAA probably has 1/00th of what they really need, crippling NOAA's modeling research as well as its ability to run state-of-the-science modeling systems.

No. If NOAA really only has 1/10 to 1/100 of the computing power it needs, look at the Petaflops NOAA has available to them (a 2018 NOAA report says 8.4 Petaflops) and compare those Petaflops to the 0.48 Petaflops the entire WCG has, per BOINCstats. The entire WCG dedicated to NOAA would be only a small contribution and would mean no other projects. Let the US Government spend something to improve the weather forecasting. My opinion.

I agree, the GFS has been horrible this year compared to the ECMWF.

The long-awaited upgrade to the US weather forecast model is here

Related article from June 2019 that shows the USA switched over from GFS to FV3. So the new model has been operational for 6+ months so far.

There's of course 5G mobile phone network coming which signal is said to be seriously interfering with satellite frequencies putting hurricane prediction in jeopardy, not to speak of the open air MRI effects on living tissue. Hurricanes are mostly over sea thus unsure how that would effect this until point of landfall.

The FV3 is the new "engine" of the GFS. I trade and have to use weather data from the GFS and ECMWF models, and the GFS has basically been flipping between Summer and Winter temperatures every 6 hours since November. On one run you have insane arctic weather on the GFS and 6 hours later on the next run, well, turns out it's Spring. Rinse and repeat. It's pretty bad. Euro has also had some difficulties predicting the weather (very unpredictable times) but nothing remotely similar to the GFS.
