Tools --> Retry pending transfers?

What does it say on the Transfers tab?

I haven't got "retry pending transfers" in tools menu.
my version of boinc is 7.4.22
i've tried Advanced--->Do network communication
i've got nothing in transfers tab.

well,
I've changed status from 4 to 2 of task's result in client_state.xml
the frozen upload is now an aborted task.
all is going well in a perfect world.
