BOINC 7.0.45 Alpha Test with some OpenCL, WorkFetch & Throttle fixes.

Been running it since release on an Octo. Bugs/issue I'll be reporting in the Alpha mail list [where they belong]. No builds for Linux available as of this post.

Just checked a few seconds ago about the BOINC_7.0.45. Still no installer for Linux. confused
