Increasing the resolution of times under 'CPU hours'

With the HCC-GPU-v6.56 WU time-expressions of parameters stated in seconds (kernel time, CPU time, memory-transfer-time, etc), the hour unit for the 'CPU time' in results-status webpage is looking like too big a time unit in comparison. Increasing the time-resolution there from the existing 1/100 of an hour (accuracy: ±36-seconds) to the next finer level at 1/1000 of an hour (accuracy: ±3.6-seconds) -- would more closely match the range of time-expressions of the HCC-GPU-WU. The finer time-resolution would serve us well going forward if the current HCC-GPU-WU (at version 6.56) is any indication of what the time-granularity of a GPU-WU typically would be like.
