I suggest Linux, you don't even need a 'RAMDisk' software. Just open up /etc/fstab and mount a directory in your file system to RAM.

Well, it is on many different levels a very regrettable development driven by a bizarre political agenda. From a funding perspective this does not seem to direct impact us because we do not have an ARPA-E grant.
