uploading error

boinc 6.2.28
Windows7
My laptop is not always connected to the internet.
When I have completed jobs, (in Uploading state) I connect to the internet.
Problem is they don't change to "ready to report" etc, even if I do Project Update numerous times.

Messages:
Maintainence underway, file uploads are temporarily disabled.
transient upload error
backing off

Help, I currently have 10+ jobs to upload.
