If it's been doing it for a month, the result is most-likely too late by now... why not just do a complete uninstall, delete the
"c:\program files\BOINC" and "%allusersprofile%\Application Data\BOINC" folders, install 6.2.28 fresh and attach to the WCG project anew?

Or is that too radical?
Stop BOINC, delete the client_state.xml and client_state_prev.xml files, restart BOINC ?
i.e. after ensuring the firewall is allowing SSL/https (port 443).
