Time format on Network Usage form?

Hello. Kind of a dumb question I guess. What is the expected time format on the 'Network Usage' form? I tried 24-hour military time and it wouldn't take. I tried standard with an AM or PM extension, and it wouldn't take. Entering the standard without AM/PM works, but I don't know how it is interpreting, say, 5:00.

Talking local preferences: Hover with mouse and a balloon tells you what the format is, military. FAQ, yes we have help too, shows an expanded sample:

OK. The mouse hover on mine reads simply "network usage start hour" and "network usage stop hour" respectively.

I think I found the problem though. I was entering military time like this: 0800 and 1700. It wanted the colon between the numbers.
