It's a guess as you don't tell what operating system or how you installed BOINC (single user, shared, service).
----------------------------------------Can you check in TaskManager in Windows (Ctrl-Shift-Esc key combo) or with 'top' in Linux if a process is running called BOINC.exe or BOINC. Also there should be by the sound of it be a BOINCmgr process. If BOINCmgr is running and not BOINC.exe, exit BOINCmgr and navigate in file explorer to the place where BOINC is installed and check that you have 4 executable there. BOINC.exe BOINCmgr.exe BOINCcmd.exe BOINCtray.exe (depends on BOINC version if there or not) Double click on BOINCmgr.exe and see if it starts up BOINC.exe which the manager is not able to find as running.

There are no WCG_xxxxxx_windows_intelx86 processes running? Nothing that has BOINC in it? Please give full names.
----------------------------------------What Windows version? Any security software like Antivirus or Firewall?
