Those settings don't specify memory usage at all. You're using the BOINC default.

When you say "100%" do you mean that you have the profile set to "maximum" or are you using "custom"?

My guess is that the default setting isn't being shown correctly by WCG, and you need to save the setting explicitly before it will pick it up. Then update BOINC, of course.

I'll test this a little further....

edit: and answering your addendum: the work fetch policy has changed (again) in this version. Now BOINC is a little less cautious about downloading work.

these were the 2 prefs one could set in the global_prefs_override.xml since 5.8:

<ram_max_used_busy_pct>60.000000</ram_max_used_busy_pct>
<ram_max_used_idle_pct>90.000000</ram_max_used_idle_pct>

In 5.10 these now can be controlled from the agent advanced prefs menu.

Problem partially understood. As Sekerob said, it was in the Advanced Preferences. I never used them, preferring the website to a local computer file. But the network preferences specify work buffer size of 0.25 days connecting every 0.1 days. I like separating these 2 values. And the Computer Usage section specified 90% memory usage when idle, 50% max memory usage when active.
First I hit Clear, to see if I would start using the website preferences. It did not change anything in the preferences shown in Messages.
Then I changed my Max Memory Usage to 90% when active.
And that did it!

Ah, the work buffer setting has a non-zero default. Well, that explains that.

The work buffer isn't even mentioned in the WCG profiles currently (as well as the advanced scheduling stuff).

knreed wrote a wee while back that new defaults only take effect on new members and new profiles, so e.g. though the new members have 0.3 in their profiles, the oldies still have 0.1 days connect.

The extra buffer option works through setting the new advanced pref. Extreme caution is needed as it WILL pull work and if BOINC cant manage to meet deadlines, the client WILL fall into Earliest Deadline First panic and STOP fetching work if it got overcooked. The posts will be queuing just because of this feature open to abuse.

The issue here is with old profiles that don't include the new values. The way BOINC works, it actually pretty much just stores that chunk of xml. Missing values are replaced with the default on the client.

Seems WCG has a bit of a weakness when it comes to interpreting missing values on the server. There is no way for WCG to (for example) fill in all the missing values for new settings. It doesn't work that way. As you know, sometimes WCG pick different defaults than the built in client defaults. We also see this issue when profiles were created at other projects.
