Language is not updates...

Hello,

I have copied the language files of English to my he-IL folder and renamed them to start with he-IL.
I have edited few labels to Hebrew but it is not changed in the website.

It does work with the Phoca Maps component when I did the same .

What should I check/do for it to display in Hebrew?
