Categories and Users

Hi I have a problem, so I am very newbie, I have a joomla 1.7 and pochadownload, so I added a user with publisher permission and he can to login through backend so I need to know how I can to create a category and he can upload the files, and also that he cant see the other categories of other users

Hi, the rights in backend are set to whole component. To not see other categories, this needs to be done in frontend, but there only upload of files (delete them) is possible.
