is the xtd plugin disabled for frontend?

hey

i am really happy with phoca download, thankyou for all your work.

i am trying to add frontend editing functionality to my site - J1.5.23. all my other xtd plugins appear to work below JCE -jcomments, modulesanywhere,tags - but the 'phoca download link' button is missing.

is the xtd plugin disabled for frontend?

The button plugin is active only in backend.

Do you know why this functionality is disabled? Is it a security issue?

If anyone could provide a patch for this I would be very grateful! I am already using the modal box on the frontend.
