User Upload and Download URL only

Hello i want to change Phoca Download to only URL.
I mean that a User can paste and URL and not a Upload data.
For example a Rapidshare URL or whatever.
The next Question is, how i can made a Upload Page for Guests or Members?
When i change a site to Meber Upload Layout a User cant Upload anything.

Hi, this needs to be customized in the code, so the form will be changed (to display external link form field)

You can set that categories or files will be downloadable by registered (members) but not by not registered (public - guests)
