Categories are not showing up in the frontend

The categories I have set up in the backend are not showing up when I select the menu item 'Upload File' in the frontend. I have tried everything I can think of including uninstalling and reinstalling the download component. All that did was make me start over. Is there a bug in the software or do I need to set something internally? The upload feature will not let me upload a file until I select a category and there is no categories listed. Quite the conundrum.

You have to set upload rights for users in the backend for each category.
It is one of the options near the bottom.
If a user have the right to upload to a category he/she can select it in the frontend at the drop down field.
