Move category drop-down

I think it´s a bit hard for new users to realize how to change Categories.
What about to move the drop-down for categories above upload field?

Hi, yes, it is common problem but users who want to filter category will say, why the filter is not by the items. The primary function is filtering the list of items, the secondary is using it in upload form
