I should put on a static content a text link or a button on the download link to my pdf file, you can do with a few downloads and if you like?

Yes, thats possible.
Install Phoca Download, Phoca Download Plugin and Phoca Download Button Plugin to create valid code and enable the plugins.

Sorry but I had installed a plugin mistaken, I found that just makes me see the button at the bottom of my page opens select file to download, save but nothing happens because in the window that is open to return to home of the admin joomla static content and does not insert the link, where am I wrong?

Did you create a menulink to Phoca Download component?
Did you create Sections and Categories
Did you load up a testfile e.g. a picture (jpg)
