Upload External link

How can I force users to use external links when they post files ?And I also want to ask why on the upload page does not have image preview ,it will be good to force also users to use file preivew or to have done some ready images and to be set if user does not post their own.

Hi, for now there are no such features, the upload was created simple because of time issues
