What is the difference between backupwallet and dumpwallet?

Does the result file store the same information, since it would be easier to use dumpwallet and importwallet regarding cluster deployments to merge private keys from different instances of a cluster.

The backupwallet command creates a backup wallet file in the wallet.dat format.

The dumpwallet command create a text file containing the wallet's private keys.

So it's a question of formatting.
