Yes, you can decide whether each activity on the chain is public or private – see the anyone-can-* blockchain parameters: https://www.multichain.com/developers/blockchain-parameters/

You can decide whether mining is proof-of-work (using bitcoin's scheme) or based on permissioning and round robin.
