Just like -admin-consensus-admin & -admin-consensus-issue , is there anything like admin-consensus-send=1??

Do you mean that a send permission can only be activated for a new address if a sufficient proportion of the admins have approved it? If so the answer is no – this is not currently possible. It's only available for permissions of higher importance.
