What would be the commands and steps to install and create block chain in Windows?

Can we consider one windows version in Oracle virtual box as one node and another node as our our local windows machine and create block chain?

Yes, you can run multiple nodes on the same server using virtual machines. Just follow the regular documentation for creating and connecting up networks.

And, you can run multiple nodes in the same server using different ports and data directories
