Hi, i make my blockchain for ponzi games, and need to set tx fee to zero. Is it posible?

Yes, the default setup for a MultiChain blockchain is to have no native currency and therefore no fees. For more information see the 'Native blockchain currency' section here:

i set minimum-relay-fee to zero
and initial-block-reward to 10000, but i still have fee
There is also the minimum-per-output parameter that you may have set above zero. In general, if you don't want a native currency for your chain, just leave all the 'Native blockchain currency' parameters on their default values when creating the chain.
