I'm looking to use MultiChain for a permissioned ledger.

The most important aspect is that it is private, and gatekeepers can control who has access to the network.

Can you accomplish this with multichain?

Yes, this is exactly what MultiChain is for.

As a first step may I recommend that you download and try out the product from the website, possibly following the 'Getting Started' tutorial:
