Can we use multichain to create a public blockchain like bitcoin?

Yes, you can use the anyone-can-* parameters to create a public blockchain with the MultiChain protocol, or set the protocol to bitcoin to create a public blockchain which is just like bitcoin. In either case, if you're planning to use proof-of-work, you'll also need to set up a native currency with those parameters.
