It means that anyone can create an asset, i.e. no additional permission is required beyond the ability to send a transaction.

So, if I want to create an asset with another node, do I need to put true in anyone-can-issue and aditionally I have to grant permissions to that address?
If you set anyone-can-send=true, you shouldn't have a problem with anyone issuing an asset. An address only needs receive permissions to receive the assets that someone else issued.
Sorry, I want to say "anyone-can-issue", with the other permissions I donĀ“t have any problem...
