I'm not sure how Network Simulator is related to the notion of requests and bids. But in any event it sounds like you may be looking to embed non-financial information in the blockchain and then subsequently retrieve it. For this purpose you should take a look at MultiChain streams. These are covered in the Getting Started guide:
