Yes but permissions still need to be recreated?

Step 3 above indeed downloads blockchain parameters but multichaind then asks "Please ask blockchain admin or user having activate permission to let you connect and/or transact:..." . However, multichaind does not seem to be running anymore at that stage.

Please advise.

Yes, you need to have connect permissions before you can connect to a blockchain, and without that multichaind will stop running. You just run multichaind again after you've been granted those permissions.
