"stardblock" and "endblock"

when i type listpermission connect i obteain the fields "stardblock" and "endblock" what is their siginification,

startblock :0

endblock: 45.......95

Each permission has a range of block numbers over which it applies. By default, this is the largest possible range of block numbers, i.e. block 0 to 4294967295 (2³²-1).

why this range of blocks assigned to addresses with mine permissions?

Because you also might want to have mining permissions limited by time / block numbers, like any other permission.
