Would this delay also be true when using send or sendasset when the Address is already in the nodes wallet?

Can you please clarify this question – do you mean a delay for sending on an asset that came from an address not in the wallet, or that was sent internally within the wallet?

For transactions sent within the same wallet, there's no delay before the outputs of those transactions can be spent in further transactions. This is because the node trusts itself not to attempt a double-spend.
