How to detect a transaction by all nodes

How can all other nodes know automatically, when a new key(transaction) is been published by any node to a steam?

If a node is subscribed to a stream, it can use the walletnotify runtime parameter to have a shell script executed every time there is a new transaction in that stream (or a new transaction is added to the wallet for any other reason).
