Best answer
In a broad sense, yes. You could use MultiChain as the settlement layer for an exchange (see
https://www.multichain.com/developers/atomic-exchange-transactions/
) and in addition publish offers of exchange in a stream, if that makes sense for your application. Of course there would be many implementation details that would need to be dealt with, but that's the broad outline.
