There are a number of ways you can attach your pennant to a thin dowel - I chose the easiest way I could figure. . . .HOT GLUE! (You could also punch a hole in the top and bottom, and feed the stick through.)
The simple layout of this gift bag and card could be duplicated for any occasion, with any papers, so after you make one for dad, go ahead and make one for mom too! Coordinating paper and stickers make this an easy project to whip up!
