I like it to be over the top.
However dh would never replace the empty roll so I bought one of those little racks that hold 3 rolls. It sits nicely by the throne.

I too prefer over the top. That is especially nice if you get up during the night to use the bathroom and dont turn any lights on. Easier to find the end.
