Anything Changed with the Completed Task Reporting Schedule?

I noticed the last few days, the moment a WU is finished, on top of the normal immediate upload of datafiles, also the Task Completion is reported. Previously it would do it only according to the schedule, or whenever hitting the update button on the projects Tab. Conditions:

Boinc: 5.4.9
Cache: 4.0 days
Contact: 19:00 to 20:00 daily
Network: Always Active.
Work: Always Active
Projects: WCG Only
GFlops: 1270
MIPS: 3400 (as was the CPU mood a few days ago)

I had an 'overcommit' message several times, which does not make sense as i've got 11 WU's in queue, but have reported 16 in the last 96 hours and never had more than 14 at any one time i.e. did fetch new WU's. Work only on WCG, so no project switching but see occasionally the '....return to Round-Robin' message flashing by. Is this maybe driven by the poor 'time to complete' tally of BOINC for non-started WU's? BOINCview adds it up to 4 days and 12 minutes wallclock time and 3 days, 23 hours CPU time this moment based on data pulled from BOINC.

Reason i'd like to know is that my fellow teammates regularly bring up the 'Flushing' issue.....lest they hit that update button, no tasks are being reported for completed work of the day....this could cause unnessary waiting to find quorum, to include delayed resolution of much discussed 'inconclusives'.....will pass it to our own Team Forum off WCG site. Appreciate minimizing server contact, not to be misunderstood.

PS, most of the above maybe superfluous info to arrive to an answer,but at least it shortens the Q&A.... Would not be surprised its HPF2 driven, as they seem to be the one's immediately reported.
