Request handling and service slow response

Currently, the WCG seems to have a huge problem handling requests, including the super slow response of website and WCG server to the clients. As a way to solve technically, using Nginx (open source is enough, I think) as main server software and HAProxy as gateway control alongside with something like CloudFlare CDN, or CDNs of other brands if you like, can increase the number of requests able to handle at the same time.

All beside the point, as the basic issue at hand is going on for 5 months now, and for all that is known so far, it is not a problem of the web server itself (so NGINX is not an issue), but possibly (among other. cluster internals, with the use/configuration of HAProxy (which they are actually already using).
And any CDN would only help for a minuscule number of files that are being downloaded, as the vast number of files are unique to a specific WU and thus caching them (if Internet bandwidth would be an issue, which it isn't) isn't even remotely solving this problem. This was pretty much all established a couple of months ago (search for a post from the WCG tech "cubes" (Christian)...
