You may want to select stuck transfers and click retry and repeat a few seconds later a few times or try one of the automation options discussed in threads about HTTP errors etc.

More precisely, those files the BOINC client tries to download are not even WU (Work Unit) related files, but are part of the "infrastructure" files (screensavers, etc) that are being download when you download a new project for the first time (or the first time in a long time). You won't get any WU files until all those "infrastructure" files have succeeded in being downloaded...

PS: Your CPU is certainly capable of handling any WU, 8GB of RAM might be a bit on the lite side if this PC is also used for "real life" work, but what could become an issue is that you have only 15GB of free space on your hard drive (likely in this case, SSD). Windows itself might get a bit iffy at times when it runs below a certain amount of free disk space, though this is at this point not the source of your download problems...
