Thank you so much Yves for your input.

Yesterday, I first reduced the 'maximum processor state' to 70% under the Windows Advanced Power controls.

Then, I ran some tests playing with the CPU Time value, the allocated CPU cores and fan speeds.

1- While processing on 4 cpu cores at 100% CPU time, fan speed at 'medium', the max temperature reached was 80°C. No problems with fan noise, but obviously it was not doing a good job keeping the temp down.

2- While processing on 4 cpu cores at 100% CPU time, fan speed at 'maximum', the max temperature reached was around 70°C. The fan was noisy but it did a better job.

Note: I'm still using the fan that came with the processor, it's just a heatsink with a fan on top. Maybe I should replace it with a better one? That machine has a i7 6700 (not sure if it's a 6700 or 6700k, will double check), so maybe I'll try to fit a Noctua cooler like the one you use.

It seems like a bug with BOINC to be honest, even other Projects aren't exactly starting up perfect and i'm getting varied upload speeds, i just did a Universe@Home task that should have took 1 day but it was going up by 500 MB at a time when the progress should go up more gradually than that, it finished it anyway... i think... also i've only JUST gotten credit for the OpenPandemic Covid task when i did that like 2 days ago lol it seemed like it failed but apparently it didn't... and somewhere... somehow... it was running WAY in the background somewhere, i couldn't see the process or even the task but only today since they just updated all the statistics did it really get picked up on.

Now the upload speed for Tasks went back to normal and now it's sped up again lol especially the Universe@Home one, now apparently it will get done in 3 hours last night it went up SO fast it got done in 17 mins lol but no luck on getting anything else for World Community Grid to start, apparently Comodo was kinda blocking a few tasks too though but i unblocked them but definitely not what's causing the uploads to get stuck straight away since other people are getting it too, no it's something going on with BOINC Manager messing up upload speeds and messing up the statistics and just really messing with the Tasks and apparently the CPU Time too, i got mine set at 60% processor time but still nothing starts.
