Windows XP box suffered power out and this time something broke.

BOINC and tasks run at startup but after a brief burst of CPU activity the tasks stall, still show running but using no CPU.
Nothing in log but if I stop/start BOINC I get message:
Task xxx exited with a DLL initialization error.

Tried reset project and tasks downloaded and ran as above.
Enabled another project and tasks downloaded and ran as above.

Any suggestions what to look at where for what broke ?

I can restore to pre break but want to preserve BOINCtasks etc. and would like to fix if possible.

Edit: TThrottle max had been changed/corrupted from 60 to 5c.
