Peer certificate cannot be authenticated with given CA certificates

Program version:
WGC BOINC Version 7.2.47 (x86)
wxWidgets Version: 2.8.10

Bug:
BOINC will not get a task. Status constantly returns to "communication deferred...."

Description:
After being absent for a very long time I've reinstalled BOINC.
unfortunately it simply will not get a task. For the last 24+ hours the same event occurs. Updating the task results in the above error.

I am NOT operating with a Proxy, which is what every google search turns up.

Digging into the Logs I see this every time...

Steps to reproduce:
All I have to do is start BOINC, it has the same problem continually.

System Specs:

Laptop | Intel(R) Core(TM) i5 CPU M 430 @ 2.27GHz | 8GB RAM |
Four Monitors: (HP L1740=1280X1024), Dual 22" widescreen monitors vertical at 1050x1680, Built in 1600X900|
ATI Mobility Radeon HD 4670 |500 GB HD/ 200GB free | Windows 10 Professional 64bit - all patches.

Antivirus:
Kaspersky Internet Security 2016 (KIS)
All updates to KIS are in place.
KIS is set to permit "All network activity" for BOINC.
BOINC is set as a trusted application in KIS.

Attempted fixes.
Reboot the computer
uninstall/reinstall BOINC
Disable KIS
Exit KIS
Exit KIS and Ensure Windows Firewall is disabled.
The last step is literally the ONLY thing that permits it to work.

What do I Have to do in order to permit BOINC to work without disabling security?

Detach/Remove WCG from the client and add again, but, make sure the url starts with https

Hmm. Well I tried, and now it just says "Failed to add project."
