How do I know if GPU is being used?

Will a 5th running task show up? (CPU has 4 cores) Or will one task just run a lot faster than it's remaining time indicates?

I just got a "new" computer with a OpenCL graphics card. The BOINC manager recognizes the GPU; I have no idea if it's being used. Maybe there's no GPU workloads right now.

Yes, you should get a "Status" that looks something like "Running (0.5 CPUs + 1 ATI GPU)"

However, WCG has no GPU work at the moment, so you'll need to find another project to make use of your new card.
