My understanding is, that the project owners will have written their application before coming to wcg who puts it inside the boinc wrapper and make it stable for the grid, as in a little bit late to start talking any programming language.

Any other boinc project outside wcg is usually one off and these guys launch about when it's beta time, test, run, close. Same idea, programming in anything is already old hat.
