You don't tell what you're doing, but functions to connect remotely to the android agent have been removed from the app. The boinctasks maker has some alternate way of connecting in a web browser, but not spend time getting that to work. See http://www.efmer.eu/boinc/boinc_tasks/mobile.html reads like connecting an android device to other computers on the lan as one of the features.

Of course, at wcg you use member name and account password to add a project, not email / password, but am guessing.
