I renamed the file to config.old and there is no change. Whereas BOINC was not running any WCG before and only downloading one at a time, now it is downloading plenty of WCG tasks and running only WCG. I dont mind, I have WCG set to do 50%, I am just puzzled by the scheduler, as I have been running BOINC for years and it always seemed to dole out the work more or less evenly. I am going to label this resolved and move on. Thanks for all the expert advice!

No more debt balancing in version 7 of the agent. It's block processing now, as in a swat here a swat there and per theory equating the share based on earned points which often come with delay. Since the wcg credits are the bastard dog in this department, the theory would suggest that wcg then gets excess computing time to make up. Motive? This part does not interest me in the least. Consider all the projects I do as worthwhile, a few occasionally to just get comparative data or reliable projects, which this week confirmed again, yes wcg is the bastard dog for credit.
