That program is not running it is a screen recording program .

Not having the impression your client is connecting to the servers, given you hit Update a dozen times. If the client worked, and then you upgraded per log from 6.10.58 > 7.0.28, something changed. Suggest you delete the cc_config.xml first (or rename), then restart client, then do a project reset, then boot, in this order, to see if things move again. (7 has substantially reconfigured control files).

Edit: it's likely the action.exe thing, which also suspends networking long as it's loaded.

It basically removed the software from preventing BOINC to work. The software WAS NOT removed.

More than likely BOINC is detecting that <exclusive_app> you specified as being loaded. Do Task Manager (Ctrl+Shft+Esc) and hit the "Show processes for all users", and scan the list of active programs. If it's a service of some kind [runs always in background], BOINC will never run again until you remove the line. The config function is designed for apps that you *temporarily* require exclusive CPU use.
